Our Mission

Texas Correctional Industries (TCI) is a department within the Texas Department of Criminal Justice's (TDCJ) Manufacturing, Agribusiness and Logistics Division. It got its start in 1963 with the "Prison Made Goods Act" (Senate Bill 338). TCI operates like a business, making and selling products and services to city, county, state, and federal agencies, public schools, colleges, hospitals, and other government groups.

TCI has facilities all over Texas, mostly concentrated in the eastern part of the state. They make a wide range of items: mattresses, shoes, clothes, brooms, license plates, printed materials, cleaning supplies, soaps, furniture, and various textile and steel products. All these items have to meet strict standards set by the Statewide Procurement Division (SPD) of the Texas Comptroller's office, which handles most state purchases and TCI sales.

TCI's statutory objectives are found in Texas Government Code §497.002, and are to provide work program participants with marketable job skills, help reduce recidivism and reduce department cost by providing products and services to TDCJ and other eligible entities on a for-profit basis.

TCI benefits the state of Texas by providing cost savings to the TDCJ and other eligible entities while providing incarcerated inmates with post-release employment readiness to increase their reentry success.

TCI is committed to:

  • Providing marketable job skills training to incarcerated inmates.
  • Providing quality training for staff and inmates.
  • Manufacturing quality products and providing products and services that meet customer requirements.

Inmate Work & Training Programs

The Inmate Work & Training Programs oversees the MAL Division's training facilities. This includes Wynne Computer Recovery, Wynne Geographic Information Systems and The Billman Braille Center.

Prison Industry Enhancement Certification

The Prison Industry Enhancement (PIE) Certification Program is a partnership between the TDCJ and a private company. The partnership allows the company to employ inmates that have volunteered.
